Is NOC the same as CTE?
In Gujarat practice, yes — what people call the GPCB "NOC" is formally the Consent to Establish (CTE) under the Water and Air Acts. You need it before constructing the unit.
What does CCA stand for?
Consolidated Consent & Authorisation — Gujarat's combined consent to operate. One CCA covers Water Act consent + Air Act consent + Hazardous Waste authorisation. Required before starting production.
I only trade/store goods. Do I need GPCB consent?
Pure trading without any processing usually doesn't attract consent, but storage of hazardous chemicals, solvent handling, fuel storage and repacking can. Warehousing with only dry, non-hazardous goods is generally outside consent. Check your activity against the sector list or ask GPCB.
My activity is in the White category. What do I do?
No CTE/CCA needed. File a simple intimation/registration with GPCB (through XGN) with your unit details, and keep proof. Local body permissions still apply.
How long does CTE take?
Statutorily GPCB must decide within four months; in practice straightforward Green/Orange applications in notified estates move much faster, while Red category and out-of-estate sites take longer because of inspections and siting checks. Incomplete documents are the most common cause of delay.
Can I get consent for a site near a river?
Under GPCB siting criteria, industrial units must keep 500 m from rivers, lakes and reservoirs regardless of category. Inside that band, expect rejection for new units. Natural drains carry a 12 m buffer. Seasonal water accumulation is assessed case-by-case.
What is the XGN portal?
eXtended Green Node — xgn.gpcb.gov.in — GPCB's online system for all consent applications, fee payment, returns, renewal, and inspection records. Every applicant registers there first.
What happens if I operate without consent?
Closure directions, disconnection of utilities, criminal prosecution under the Water/Air Acts, and bank-guarantee forfeitures. Regularisation after the fact is harder than applying correctly the first time.
Do I need Environmental Clearance (EC) too?
EC (under the EIA Notification 2006, from MoEF&CC or the state SEIAA) is a separate, additional requirement for scheduled project types — many large Red category projects need EC before CTE. Small Green/Orange units typically don't.
Where do I check the latest GPCB rules and circulars?
GPCB publishes circulars and notifications on gpcb.gujarat.gov.in. The Circulars page of this site mirrors them weekly, and the GPCB Assistant chatbot can search them for you.
My unit is in a GIDC estate. Are siting criteria still checked?
Notified industrial estates are planned for industrial use, so most distance criteria are inherently satisfied — but estate-specific restrictions (which categories the estate accepts, CETP capacity) still apply, and water-body buffers can still bite at estate edges.
